Roo or hen? Everyone is stumped!

This bird looked very henish until month 6. (It is now 7 months) I’m stumped because it now has saddle feathers, sickle feathers, very small spurs but does not crow. Also no egg laying. Could it be a late blooming rooster? Any chance it’s a dominant hen?? Posted in many places and everyone has been confused!

Yes! The saddle feathers just started showing up and the bird is 7 months which is part of the reason I’m confused. Typically 7 month roosters I’ve seen are huge, have spurs, crow, and have had these feathers for a while. Bird seems slow to develop to me.

Some cockerels take longer to develop than others, he's just a late bloomer
