It does have a single comb. I thought it looked like there were streamers too. But the tail had me thinking it was a roo.It's a cockerel. Also, I can't see it very well, but does he have a single comb instead of walnut?
He is a cockerel based on the comb size at this age, plus the streamer feathers and more upright posture.
The tail feathers aren't in a pom pom shape they used to be, the feathers are starting to poke out and curve down.If it's not crowing or trying to by now I would say a pullet but the tail feathers don't look as pom pom looking as a pullet should. Maybe it's just the camera angle.

I'm going with pullet because the wattles are not defined and at this age they should be a little more developed if it were a roo.I've also havent heard it try to crow yet.
