Roo or Hen?

Do you guys think this is a Rooster or a Hen? He/She is going on 4 months, around 13-14 weeks old. His comb does seem large and red but he seems really calm and his comb hasn’t grown much since. I recently adopted him but the previous owner said he did crow once or twice but he hasn’t since

He's a cockerel and a bantam Cochin. They are known for being a good calm breed and he won't get much bigger than he is now.

Cockerel. I've found that they don't crow all that much when they are young. My youngest rooster who is about the same age doesn't crow regularly but in enough time they will do it more consistently.
