Top is the cockerel bottom is the pullet

Those were my thoughts but I'm second guessing myself. The bottom is slowing starting to develop but the top one has had his wattles and larger comb for about 1 1/2 weeks.

Top is definitely a cockerel, and I'm leaning pullet for the bottom one, just because its development is so much slower than the obvious cockerel.
