Yes, the highest roost is the best, every time. You should at least double the length of the highest roost, nobody will use the lowest one anyway. And they might be too close together, some poo will land on birds under the birds on top.
Rearrange your roost set-up so everyone has more space up high.

Having one bar or multiple bars the same height keeps them from roosting on each others heads lol

That's because they automatically head as far up as they can, you need a long, high roost. Big enough for everyone.

Perfectly normal. When they get too big for all of them to roost up there the more dominant ones will probably continue to roost up there and the others will find somewhere else to sleep. That will probably be the next rung down but could be somewhere else. They will sort it out.

I personally don't have a problem with where they sleep as long as it is predator safe and is not in the nest boxes or somewhere else I don't want them pooping, like over food or water. If it bothers you then you can provide more roost space up high.
