Rooster Acting Funky

So my rooster has been acting funky. the feathers around his preening gland/tail base are all in disarray, and he kinda hids in the corner between the fence and hen house, is he not feeling good or what? idk, the rest of the chickens look fine but he looks bad.

Need some more info like how long he's been acting this way? Do you have any other roos?

Has he recently started mating?

He is in with another roo and has two other hens. I have started noticing it this past week.

My rooster is getting pecked in that area. If he stays away from the hens it's because the others are doing something to him. Our guy stays on the roosts all the time because if he gets down they peck him.

My guess would be that the other rooster is dominating and attacking him. 2 roosters and 2 hens is not a good ratio especially in a small pen.
