That's not why roosters mate.
if he hurting your hens, he needs to go. Or how many hens do have for your rooster? You should have at least 8 to even out everything.
I overreact a tiny bit but he does keep mating over and over and over we are trying to find a new home for him because we are not allowed to have him we did not know he was a rooster until he started crowing and I noticed his comb that’s when I thought he was a rooster(Plus my City don’t really care no one has reported a loud noise issue and the city has come down the street to find a bad person or a robber I don’t remember but they heard the rooster crow and they didn’t care)

He will not stop then either. It's just the way roosters are.
If you have a large number of hens, he is more likely to spread his attentions around so no hen gets too much, but even then he might have certain favorites that he mates with very frequently.

Chicken mating always looks rough, with the rooster grabbing feathers at the back of the hen's head and jumping on her back.

But if he is actually hurting them, you need to protect them by removing the rooster or by giving them a lot more space so they can get away from him better.

It is possible to build a pen that a chicken can NOT get out of, unless a person lets the chicken out.

So either someone let him out, or the pen needs improvement. (He might have flown out, or he might have squeezed through somewhere that you thought he could not get through.)

we are trying to find a new home for him because we are not allowed to have him

That does sound like a good solution, if you can find someone who is allowed to have a rooster and is willing to have him.
