Rooster behaves mean

I have a 5 month old Ayam Cemani in with 9 hens ranging from 4 to 5 months. When he perches for the night he won't let the hens near him, he pecks at their feet. When hes out free ranging he doesn't get food for the hens, in fact he pecks hens away from food. Is this normal for an Ayam or should I change something I'm doing.

You do not have a rooster and hens. You have a cockerel and pullets, an immature bratty adolescent cockerel and immature pullets. Once they mature they should start acting like mature chickens.

You are likely to see some changes in their behaviors on their way to adulthood. As someone on here once said watching cockerels and pullets go through puberty is often not for the faint of heart. If you can get through those phases to adulthood they should settle down to a nice peaceful flock. Good luck with that. Not everyone can.
