Rooster behavior?

So I’m new to chickens. I have 2 roosters and 8 hens. They are 16 weeks old. My EE roo is already mounting. But I’ve noticed even since they were younger that there’s a lot of feathers around the coop and run. I’ve watched the EE roo attack the hens. Today he attacked me. Would you say it’s time to cull or will he grow out of it?
