Rooster doesn't want anymore ladies?

I added some pullets to the main frontyard because they were bullying some youngins we hatched out earlier in the year. What gets me is that Melvin chases them away during feeding time and doesn't care if one of the roosters mates with them. Melvin doesn't want them?
Also they're scared of Melvin.. He chases them away when I throw out scratch, then I chase him away for being so rude. So they get to eat in the end.
