He's just checking it out. They all do. He won't bother with it once the novelty wears off.

your rooster may also need more grit in his diet. sometimes the hens have the rooster at the bottom of the pecking order, or the rooster will just let the hens have it all, leaving nothing for himself.

It can be bad buy he will stop eating it before it gets dangerous. Just make sure he has grit.
