Rooster falling over/white mold/fungus on wattle

Our leghorn rooster, Moe, fell ill about three days ago. He began staggering to one side and falling over, as if he were drunk. I would find him flipped over on his back where he couldn't get back up. I noticed that he had white hunky patches on his wattles. I have him quarantined and have been cleaning them with vinegar water and treating with antifungal cream. We have had a very wet summer and I noticed similar patches of the white stuff on the ground around the run. I'm assuming, but not certain that they are related. Any ideas what could be going on with him and how to help him?
 
Can he move both legs and curl his toes if you touch them? Was he vaccinated for Mareks disease? Could he be dehydrated from excessive heat in your area? The whie patches may be favus, a fungus, but pictures may help. There can be many things to cause staggering and falling including Mareks, lead or chemical poisoning, mold in feed, and apsergillosis, among others. How old is he, and have you ever seen similar symptoms from another chicken, or had an unexplained death?
