Rooster? I hope not!

I got this chickie almost a month ago. It is 3.5 weeks old. I think its a hybrid, since it doesn't look like any chicken I've seen before. I am going to be so sad if it is a rooster, because my town is no rooster aloud! Popcorn is so sweet. I will hate to give it away. I was also hearing Roos form their feathers later on, but this one is almost completely feathered out. I have some pictures for you. Tell me if there is a chance of it being a pullet. ( I have pictures of its comb, waddle, and tails feathers, because tail feathers I think can tell if roo or pullet.)

Awww, nice, yeah, I thought so, I did that once when I was newish.... and congrats on you little roo! what are you going to do with him? keep him around? if so Mypetchicken.com has a no crow rooster caller, I believe it is only velcro,
