Rooster Large Red Chest Bump with no feathers

My rooster is about 3 months old. He’s really big. He never grew feathers on his chest and it is oversized and red and large. He has a hard time walking far. My other chickens are fine, but his brother of the same passed away as a chick with splayed legs. No lice or mites - his feathers never grew there. Any ideas what is wrong?
