Rooster or Hen?

I’m new to having chickens and bought 6 chicks which were all supposed to be hens. One of them developed a red comb and wattle as early as 4-5 weeks. They are 7 weeks old now...can you tell if this picture is a Rooster or Hen? I attached pics of the other hens to compare. Thanks!

Oh my...we live in a city where Roosters are not allowed. I have friends in the country who will gladly take him. What age to they crow and or get busy with the females?
