Rooster or Hen!?

I have a 16 week old chicken that I'm unsure to whether or not it is a rooster. I have a few pics but it's hard to tell. The other ones have rounded feather at the saddle.

He is over 4 months old and I've never heard him crow or make a sound though.

He has pointed saddle feathers and neck feathers.
Some cockerels take time before they start crowing.
Hopefully you can keep roosters where you live. I love the sound of my rooster crowing! Roosters crow 24/7/365, even at night.
