rooster or hen?

I am new to having chicken as pet. I recently got two little chicks for my little boy.
The two chick is about 3 weeks old. Now they start acting like they are cockfighting each other.
Does that mean I am having 2 rooster? I am in the city limit, I cannot have rooster.

i hate to burst your bubble... but you most likely have two roosters... sorry

I don't know, my chicks used to fight to establish pecking order all the time, even when little. They are all hens.
