So our speckled sussex rooster has been walking a soldier all the time for quite awhile now. We thought maybe his spurs were getting too long. We have clipped his spurs some but nothing changed.

I've had this happen when either there was something wrong with the chickens feet, or if they were going blind. I would check the feet and legs, and the eyes. How old is he? Are you somewhere he could have gotten some frost bite?

yeah he could have gotten frost bite. He can see well that's for sure.

At his age arthritis may be an issue as well. Chickens aren't good at rationalizing pain. They tend to try to move away from the pain, or avoid it by doing things like walking backwards or high stepping. I would look for shrunken toes on his feet which would indicate frostbite, and look for wounds or bumblefoot.

I had an elderly rooster who slowly went blind from cataracts. He started high stepping because I assume he couldn't see where his feet were landing. Another did the high stepping due to a frost bitten toe that eventually fell off.
