Rooster with blueness on back of comb?

Yesterday I went to check on penguin (as usual) and he had a bit of blue on the back of his comb. This happens sometimes and his mood seems to change whenever this happens. (E.g. Biting, chasing after me) is this a problem?

Ive seen that before on my roo.I think its because there comb is so big and they cant get enough circulation to all of it.

No. It was windy and slightly cold. It was 8:23 PM
when I took it.
