Rooster Won't Crow

I recently got a new flock of chickens. 3 RIRs, a silver laced, and a jersey giant. Two of the RIRS were roosters. We named them Big D and B (we thought they might be hens as babies). Big D took on the alpha role and B was cool with that. Recently, Big D was attacked by a raccoon. His injuries were so bad, we had to put him down.
I figured after Ds death that B would assume his rightful place; however, that hasn't been the case. He has never crowed and shows little if no interest in the hens. Just looking for some ideas.

I think it will take him a while to realize he is the only man in town and now has the opportunity to win over the hens. Give him time.
 
Thank you all for your replies. We just noticed yesterday that B was using his wiles on our hewn Rose. Looks like the crow shouldn't be far behind!

They are approximately 8 months old. I've had them for around 6 months.
I should have asked how long since D's death?
B might come into his own in time.
Are all your females also 8 months old?
