Rooster?

I have 10 EE chickens and I am trying to decide if the black and white chicken is a rooster. He or she is 21 weeks old. Usually I can tell the sex before now but this one has me guessing. No crowing yet. what would you think.
I posted this chicken before but I am still guessing. when I put his photo up before the answer was mixed. what would you think?

Ok, I will say hen that means I have 10 EE pullets and 11 golden comet hens and no rooster. I gave my rooster away when I moved the EE pullets into the main pen thinking that the black and white chick was a rooster and I was afraid the older rooster would kill the younger rooster. I will get a new rooster in the spring so I can have brooding hens that will hatch chicks.My chicken pen is strange since there is no crowing in the morning hours.
