Roosters bleeding wont stop!!

I guess it's like behind his vocals I have no idea what you call it but I'm pretty sure one of the hens plucked his feathers but it's on BOTH sides. This has been going on for a couple weeks now acaully many many weeks. It looks like feather are trying to grow in but then after a little but they start bleeding. Hes fine with me touching them. I have Blue core cream stuff and have used that a couple times. But it doesnt look like it's getting better. I cant really cant any better photos. The snowy pics are from weeks back but give you more detail.

The snow photos show how there weren't any feather and now the new ones are showing how the feathers are growing in but not really. Sorry bad photos.

One or more of the hens are pecking/plucking the pin feathers. It may be necessary to remove him from the flock until feathers regrow if it escalates.
I believe it's my BO because whenever he's calm in my lap or being very aggressive I have to pin him down sometimes. gently. She comes over and tries to eat his feathers? pluck them and she has done with to the tips of his comb as well. H hates being away from the flock so should I just keep adding the blue cote every day until it gets better?
