Rooster's feathers aren't growing...

I have a 16 week old Porcelain D'uccle rooser who's wing feathers are not growing, there is even some baby fuzz still on his wings. The rest of my chickens feathered out weeks ago. This same rooster also has a cross-beak, maybe he can't prean himself properly? :idunno I was wondering if it is normal for some chickens to feather out this slow.

Here he is standing. You can kind of see where there is still baby fuzz on his wing...

I will also add that his feathers weren't plucked out. It has been like this for several weeks.

That is what I originally thought too but it is exactly alike on each wing. I am pretty sure it has been like that since he started getting feathers in. If he was plucked, how long does it normally take to get feathers in?
 
It is common for roosters to feather in more slowly than the others. Speaking from my own experience, I have two that have been very slow in growing in their feathers, not just on the wings like yours, but also on their back. They are also roosters. I have others, roo's as well as hens, that are already fully feathered, but these two, are particularly slow. So while it does look like someone may have been picking at his feathers some, for the most part, to me, it looks like just a slower feather grower.
