Roosters I can’t keep

These are my two 12 week old cockerels, Rio and Moo. Unfortunately I can’t keep them because I can only have an all hen flock. I’m considering culling Rio (the back one) soon because he’s starting to pick on my girls. Is this cruel? I don’t have any other way to get rid of him without it being cruel. My family told me half-jokingly to dump him on the side of the road somewhere.

Oh! Culling him would probably be kinder than what a predator would do to him!
