Is it normal for my rooster to only be messing with one hen. Because her eggs are the only one fertilized and I have another hens who’s is not and I don’t ever see him messing with her at all.

Roosters tend to have favorite hens, and therefore their favorites will have a higher fertility rate than the others.
This is normal, I guess he's just not into your other hen! 🤣

Yeah, sometimes it plays out that way!
You can get another rooster if you wish, but there is still a chance he could change his mind and start doing his job with your other hens.
