Rope on leg -- why ?

I am noticing lot of pictures of chickens with a rope tied too one of their legs, can anyone explain too me why this is ?
Yes I'm a newbie, so this is probably a question that has been asked before, but a search brought up no answer .

Most likely thethers that I am seeing, probably to keep a particular bird in one place for the camera shot.
 
I don't think it's for the picture, it's the same as chaining a dog or goat or what have you, they're tethered to their own little house most of the time.
 
You see this in Southern Ohio, Kentucky and WV where people have areas of dozens of Roosters, each with it's own hut that they raise for chicken fighting - which I am not promoting FYI.
 
Is this unsafe?

It seems like a great way to keep 3-4 different roosters away from each other and the hens until you want them to be near the hens for breeding.

Also I saw this a lot in the Philippines but those roos were for fighting.
