I live in Texas and it's hot outside I'm going to shading cloth or whatever it's called, but just found out white lightweight row covers are way cheaper(prices!!) I was wondering if it would cool my plants down but still let plenty of sun, because I planted my tomatoes late

Those are usually used to keep things warmer.....

If you want to use them to keep things cooler simply elevate them, so that lots of air can move under them.

And yes... It will still give your tomatoes enough light
