You seem to still be within your hatching time, far from past due. Don't give up!
If you did have some 99 dips they may be a bit late anyway, I would be sure to give them that five days past day 23.
Also, did you make sure to count after the first 24 hours as day one, not the day you put them in? You may be giving up on them long before they're due to hatch!
