How long has it been hatched. They are usually pretty pitiful until they sort of dry off. Hatching is hard work and they need to rest when they finish. It sounds to me like you may just need to wait. If you open the incubator when the others are hatching, you can shrink wrap some of the others. I've done that. Usually, interfering does more harm than good.
If you have to do something, I suggest using a medicine dropper to put some sugar water or maybe some hummingbird syrup inside the tip of its beak and see if it tries to drink. All you are trying to do is give it a bit of energy so it can start to eat and drink on its own. If it were mine, I would not do anything until it was a couple of days old. They should be able to live that long on the egg yolk they absorb when they hatch.
