Scaly Eye on my baby quail

This is a 4 day old jumbo brown coturnix. Yesterday, I saw what looked like little bits of his food stuck to the side of his face and today his one eye was completely scaled over. I used warm water to soften the scale and gently peeled it back with a pair of tweezers. He can now open his eye a little but it still looks a bit swollen on that side. What does he have and what should I do about it?

Update: His eye looks pretty normal today. The swelling is down and he seems to be using that eye just as much as the other.

Well he was dead in the brooder this morning. He looked perfectly normal all day yesterday. I did notice that the other birds would not cuddle up with him at sleepy time. I guess they knew something I didn't. Oh well.
