Sebright Chicks Fighting

I have six 4 or 5 week-old chicks...2 Silkies, 2 OE BBRs, and 2 Sebrights in a brooder together. The Sebright chick with the comb is relentlessly attacking the other Sebright, going for the head area (face, eyes). The one being attacked is constantly trying to hide behind the other chicks and/or the feeders and hides well, but doesn't get a chance to eat, drink or sleep. There's a spot of blood above its beak too. This seems to be more than establishing pecking order. I'm just not sure why this one chick is being attacked. Could they both be roos? Any thoughts, info or suggestions would be greatly appreciated. Thanks!

It could be a pecking order thing, or just a meany thing. You need to remove the aggressor for a while and put him in his/her own area. Keep him separated for at least week or 2 until the group can re establish the pecking order. Maybe when you re introduce this aggressor, he won't be so aggressive.
 
Thank you, Twocrowsranch. I did that and everybody can see each other. I didn't know how long I should keep him in exile though. Your suggestion clears that up for me so thanks again.
