Self Mutany! ANYONE

I am posting for my sister since she doesn't have internet but I know this is the place to get answers.

Her 11 month old Speckled Sussex Pullet has started self plucking her feathers last week on her belly and now around the oil gland. Checked for bugs and didn't see any. No issued with eating and vent is clean.

Any ideas?
