Selling eggs

Ok guys I’m going to have a total of 12 laying hens when my newest batch of babies get to be laying age. My husband and I want to sell of the eggs very locally. Do I really need the limited poultry permit If I’m selling just a few dozen a week? The permit is for up to 30 dozen but that’s a lot.
