Sex identify

This is Howard roughly about 7 week today. We know the breed but are having a difficult time sexing. Not sure if bill n bean is a true method. And we have yet to get a quack. Also unsure what is wrong with howards bill as it appears to be flaking and blistering. Please any help with both would be greatly appreciated.

By 7 weeks you should know...Hens Quack...Drakes are raspy and whistle sort of....

The Bill pealing is normal...That happens many times during their lives...
