sexing EE help

I have 2 chicks from the "ameraucana pullet" bin. I know they're EEs, but I'm starting to doubt they're both pullets. Thoughts?

I would guess that Chip is a pullet, but Coco looks a little suspicious.

Forgot to add, they're both 4 weeks old, hatched the same day.
