Shaggy tails at 2 weeks - normal or being picked?

They're 2 week old khaki campbells and all 8 of them have the same really shaggy tail feathers now. Is that normal as they grow or should I be concerned about picking?
 
I have 15 ducklings that will 3 weeks old on Sunday and all their tails are like that and they are watched almost 24/7 and no picking. When I bring them from the tub back to their brooder I get little feathers all over my hands. Only 2 of mine are Khaki Campbell's and their tail feathers are the same way.
 
They are loosing their fluff and will be growing their feathers oh yes at that age after their evening swim in tub we had little fluff feathers everywhere.
 
My khakis are almost 3 weeks and their backs get weird when wet almost like someone took white paint and drew a design on them? Think it's them getting their feathers :) our babies are growing up! Lol
