Shipping Chickens?

If someone had a chicken in like TX and I want to buy it from them, can they have it shipped to NC? If they can how?

Here are the USPS regulations on shipping adult chickens:

They will need to be shipped Express Mail in an USPS approved Horizon poultry shipping box with filters. Express Mail runs $45 and up, depending on the weight of the box. The box itself is about $15.
