shivering rooster

i have a small fluffy bantam rooster (i think cochin or sumthing fluffy, hes not a silkie though) that seems healthy and all, but for as long as ive had him he shivers like hes cold, even when he's warm, hes probably around 2 or 3 months old and seems healthy otherwise, it hasn't been getting worse but i want to know if i should be worried about it?
 
Does he eat and drink normally? How active is he? Is the shivering when he is alone or if he is held? My bantams would sometimes shiver when held, but didn’t do it if they were running around.
 
he does eat and drink and act normally, but he does shiver even when hes not held, i dont think ive ever seen him not shiver
