Is someone picking at her pin feathers coming in? I spend a lot of time with them and haven’t noticed anyone pecking or picking at her.

Hmmm, she may be losing her baby fluff and growing in her adult feathers... keep an eye on her and the other chicks whenever you can, they may be pecking her when your not watching. Hope she is well!

Could she be scratching herself on something?

They might be picking when you are not around.
Or could she be rubbing that area against something like a feeder or fence mesh?

I am pretty sure you are right. If there is no blood, it is probably just molting in patches. Like The Chick Addict said, keep an eye on her.
