Should I candle day twenty three?

Hi. I have incubated 12 eggs and list electricity for hours twice during incubation.
So far I have five chicks. I had to assist one because it was shrink wrapped. If I shine a light thru the window of the incubator I can see life in the eggs. Could they be shrink wrapped? Delayed in growth from loss of electricity?
The unhatched eggs are still moving and two of the five chicks are in with them.
Should I take these eggs out and candle them? And if so, then what?

I'll bet I'm the wrong person to answer this but here goes. Just based on what I do....If they ain't hatched by day 24 they are binned.

Day 10 I candle and remove any eggs that have not developed. Then they all snuggle in and don't get bothered until they start hatching. Once hatching begins I remove the chicks that have hatched once they are dry. And still leave the un-hatched eggs alone. This continues for several days. But after day 24 if they have not pipped, or zipped they are binned.
