You can get something called a hygrometer that measures the humidity. But for now you could add a wet cloth or sponge to raise the humidity a bit more. Just make sure it isn't touching the eggs as it can actually end up wicking water out of the eggs which is not what you want.

I'd dab a little cooking oil on the exposed membrane to keep it nice and supple too. Using a q-tip is generally the easiest way to dab it on there - not too much. If he still looks to be chewing then he's still absorbing the yolk. It's really important he does that before hatching because otherwise if it is still exposed he could bust it open which is not good.
