Should my ducks be laying by now? Possible problem

I have 3 Khaki Campbell female ducks that are about 20 weeks old. I got them April 3rd. I haven’t received a single egg from them. They were being fed Purina Duck pellets. We are now switching them to scratch and peck so they will eat the same food as our chickens.

They are not outside everyday. I usually only let them free range every three days. Any ideas on why they are not laying and any possible changes I need to make?

Mine hatched April 1. I have welsh harlequin. Our birds are just now 18 weeks really.

I am not even looking for eggs yet.
