Sick and scrawny chicken

Hi, I've had my japanese bantam for around 7 years and she has been fine up until the last couple of months. She has stopped eating and laying and when I went round earlier she is VERY skinny and has lost a lot of the feathers on her neck also (?) although this isn't clear by the photograph.

Her feathers are in very poor condition and are tatty although they have been most of her life but worse lately. She also has a strange growth on her eye since a year or two after she hatched. I'm wondering what this is. It grows very large, pops and then grows again. She's in a pretty fragile state at the moment and I'm wondering what I can do as it's a shame. She's not looking too good at all as of late.

PS. the small bandage on her toe in the pic was only temporary due to a neighbor trimming one of her nails slightly too short, it's off now!

Thanks guys.I guess I'm just wondering if I can pinpoint what is wrong I can correct it before it's too late. She was the only one that hatched so she has always been kept by herself in a run. We give her the garden when we can (while trying to avoid cats).
