By any chance is your chick a Silkie? This type of problem has occurred in silkies often enough to be refered to as 'silkie syndrome." Sometimes it is due to a nutritional deficiency, or a peck or bump to the head. It happens in other breeds as well but, not as often. If it is a matter of nutrition, you can try polyvisol (No Iron) infant drops. Carefully give 2 drops 3 times a day. Just put the drops inside the birds beak - so if doesn't want to swallow it will just safely push them out. You can also get vit. E capsules, and poke a hole in one and squeeze out a few drops. Usually the bird will eat it off a small section of grape.
You may get her to drink if you add a little sugar to the water. You may also try finely mashed egg yolk, moistened with a bit of plain yogurt, or even water. If you can manage to get her head in a more normal position she may eat if you use the other hand to hold out food for her.
If it is from a head injury, sometimes prednisone prescribed by a vet and used according to his directions can alleviate the situation - which usually involves swelling of the brain.
You can also very gently massage the neck a few times a day to help it into the right position. My friend had a young silkie cockerel with this same thing. Head dropped between his feet, walking backwards, falling over and in his case having seizures. Every day she thought he would die, but he didn't. He eventually stopped the seizures, etc. He is several years old now and gets around just fine.
