my sick silkie chicken doesn’t drink and I want to help her by putting in her mouth water with a syringe .. how much water should I give her per pound in a day ?

It depends.
Roughly a mid sized laying hen drinks around 0.2 liters ( 6.8 fl ounces) of water a day.
When I tube feed water for hydration, I give doses of 5 ml by syringe including any additives such as Nutri Drench,or similar per session.
However, a chickens water intake is not just calculated on water alone. Often the food they eat or forage contains water and a chicken can survive on drinking a fraction of the water intake given above for many days.
If you are just feeding dry feed then I would aim for 0.1 litres (3.4 fl ounces) a day to start with.
If she is laying eggs then add half as much again.
 
Be careful with syringing water, it is very easy to aspirate into their lungs. Don't give more than .5 ml at a time before allowing them to swallow. Go slowly and don't squirt it hard into the beak. Tubing is safer, but you can do the syringe if you are careful.
