Sick flock

Hello,
my girls have been sick most of the winter. One of my older hens coughs frequently and some other sneeze. I have a silkie that have a watery eye and sounds congested and had yellow in her mouth when I gave her meds. I have treated the whole flock with tylan for 2 weeks in the winter and it just came back. Then I separated some girls that were doing it again and medicated them again. One has died from it everyone else seems happy. A friend recommended that I cull my whole flock. I ordered some Newcastle- bronchitis vaccine I thought that might help, but haven’t given it yet. Should I cull? Thanks!
 
I wouldn't cull until you get them tested for a disease, and it comes back positive. Even then, I personally wouldn't. My flock had Mareks several years ago, and I almost culled them all, but only a handful died and the vast majority are still alive and doing great. I have even added birds in successfully.
