I sadly can't because my grandparents won't take him because of vet bills and he recently had surgery to remove rotten teeth.

I'm sorry but that's the only option.
Perhaps there is an online service you can use for advice through insurance, or even a free one?

Maybe phone for advice at least? I doubt you will get vet advice on here and I feel like waiting for worse symptoms will only make the bill higher as well.
A phone call hardly costs a penny.

Maybe but it's not very concerning to my grandparents right now because it's cold outside so they think it's the weather
