My Cochin bantams were outside in the rain for about 3-4 hours approximately 12weeks old. One of them is still breathing but very lethargic the others are wet but fine. It looks like this one got most of the rain. I have dried her off and se responds to stimulation under the wings and around her neck and I have given her fresh water and she shakes her head but still drinks some. I have a heat lamp on them to warm them back up it's 58* degrees here now and I've moved them to the garage out of the wind ad weather.
 
I like to use a hair dryer for those situations.
I saved 21 4 day old chicks that got caught in a flood. They had just come in the mail and while I was getting the brooder ready we got 5 inches of rain that flooded the garage with ice cold water. Their box was floating and almost 2 inches of water was in the box when I found them. I rushed them to the brooder, put them between 2 heat lamps with a blow dryer on them. I stuck the 2 that were stiff in the oven until they revived and all survived.
Tough chicks.
 
I did use a hair dryer to finish drying your saying put the hair dryer to keep circulating the heat?
