Silkie Pullet or Rooster?

Does anyone know if this silkie is a male or female?
It makes a lot of noise when I pick it up, just like my silkie hen did at that age,
and it sounds like a pullet, but I can't tell.

She is a Bantam mottled cochin. 11 weeks old.

Sikies are notoriously difficult, but my gut is saying pullet. I don't see a comb or streamers yet.
