Wow the breeder told me both were pullets....how can you tell?

I'm going to guess pullets then.
Silkies are very difficult to sex since they don't really show all the same characteristics other chickens do with that silkie feathering.

The combs are quite large, & I see streamers at the back of their crests.

Females can have streamers too, but usually lack a comb.

but they're 20 weeks... for that age the combs aren't very big at all.

All silkies mature at different rates. Some mature slower then others, while some will mature faster then others.
